This leadership position is responsible for overseeing all facets of human resources functions, including succession planning, talent management, change management, organizational development, performance management, training, and benefits administration. The HR Director ensures compliance with all relevant federal, state, and local laws and regulations, providing strategic counsel to the County Manager and serving as a key advisor for personnel\-related matters. This role requires a proactive leader capable of managing complex employee relations, labor negotiations, and policy development, all while fostering a positive and compliant work environment across all county departments. **Qualifications** The ideal candidate will possess a Bachelor's Degree from an accredited college or university, or an equivalent combination of education and related work experience. A minimum of six (6\) years of progressive human resources experience is required, including substantial expertise in labor relations, employee relations, and HR administration. Additionally, at least four (4\) years of supervisory experience across all relevant areas is essential. A valid New Mexico State Driver’s License with a good driving record is necessary to ensure insurability and compliance with county requirements. Candidates should demonstrate comprehensive knowledge of employment laws, labor relations practices, and personnel management principles, along with excellent leadership, communication, and analytical skills. **Responsibilities** The Human Resource Director’s responsibilities encompass a broad spectrum of strategic and operational duties. These include developing, updating, and implementing personnel rules, regulations, policies, and procedures to ensure legal compliance and operational efficiency. The role involves interpreting and advising on these policies, recommending amendments to ordinances, and preparing detailed reports and analyses related to personnel issues. The HR Director leads the department’s research and planning efforts, monitoring industry trends and adjusting strategies accordingly. Supervising HR staff, coordinating departmental work, and providing coaching and performance management are integral to the role. The Director serves as the primary HR consultant to all county departments, offering guidance on employment policies, benefits, compensation, and EEO compliance. Managing employee relations activities, including investigations, grievance procedures, and disciplinary actions, is a key aspect of the position. The role also involves overseeing labor negotiations, collective bargaining agreements, and ensuring contract compliance. The HR Director manages responses to EEOC and Human Rights complaints, ensuring legal and procedural accuracy. Further responsibilities include administering workers’ compensation, FMLA, ADA, ACA, and leave programs, coordinating return\-to\-work processes, and managing employee safety initiatives. The Director oversees recruitment, onboarding, and employee benefits programs, ensuring effective communication and compliance. Maintaining accurate personnel records, updating job descriptions, and coordinating training and professional development opportunities are also vital functions. The role involves overseeing personnel data accuracy, conducting audits, and preparing required reports and legal documents.
