Job Description

We are seeking an experienced HR \& Administration Manager to manage and oversee day-to-day HR operations and administration for a fast-paced telecommunications business based in Dubai.

The role will have responsibility for the complete employee lifecycle, HR administration, UAE labour compliance, payroll coordination, employee relations, visa and immigration processes, HR systems and general office administration.

The successful candidate must have a minimum of 10 years' HR experience, ideally gained within the Telecommunications, Technology or another large, complex multinational environment, with strong practical knowledge of UAE employment regulations.

Key Responsibilities

HR Operations \& Administration

  • Manage the end-to-end employee lifecycle including onboarding, transfers, promotions, salary changes and offboarding.
  • Maintain accurate employee records, contracts and HR documentation.
  • Ensure HR systems/HRIS are accurate and fully up to date.
  • Manage attendance, annual leave, sickness and other employee absence records.
  • Prepare employment contracts, salary certificates, NOCs and other HR documentation.
  • Maintain employee personnel files and ensure confidentiality of employee information.
  • Produce regular HR reports, dashboards and management information.
  • Develop and maintain HR policies, procedures and SOPs.

UAE Labour Law \& Compliance

  • Ensure HR practices comply with UAE Labour Law and relevant employment regulations.
  • Manage employment contracts, renewals and amendments.
  • Support disciplinary, grievance and termination processes.
  • Ensure accurate calculation and administration of end-of-service benefits and final settlements.
  • Maintain HR documentation required for internal and external audits.

Visa, Immigration \& Government Relations

  • Oversee employment visas, work permits, Emirates ID, medicals, renewals and cancellations.
  • Coordinate with PRO teams and relevant UAE government authorities.
  • Ensure timely processing of employee immigration and labour documentation.
  • Maintain accurate records of visa and work permit expiry dates.
  • Support company documentation and licence renewal processes where required.

Payroll \& Benefits

  • Coordinate monthly payroll inputs with Finance and Payroll teams.
  • Ensure accurate processing of salaries, allowances, overtime, deductions and employee changes.
  • Support WPS compliance and payroll reconciliation.
  • Manage employee medical insurance and other company benefits.
  • Coordinate annual salary reviews, bonuses and employee compensation changes.

Employee Relations

  • Act as a key HR contact for employees and line managers.
  • Manage employee queries, grievances and workplace issues.
  • Support managers with disciplinary and performance-related matters.
  • Conduct HR investigations where required.
  • Promote consistent application of company policies across the organisation.
  • Support employee engagement and retention initiatives.

Recruitment \& Workforce Administration

  • Support recruitment activities for corporate and operational positions.
  • Coordinate offers, contracts, onboarding and joining formalities.
  • Work with Talent Acquisition and business leaders on manpower requirements.
  • Monitor probation periods and confirmation processes.
  • Ensure new employees are effectively onboarded into the organisation.

Administration \& Office Management

  • Oversee general office administration and facilities coordination.
  • Manage administrative vendors and service providers.
  • Coordinate office contracts, supplies, facilities and company assets.
  • Support travel, accommodation and other employee administration where required.
  • Ensure efficient administrative processes across the Dubai operation.

Candidate Requirements

  • Minimum 10 years' experience within HR / HR Operations / Administration.
  • Strong preference for experience within Telecommunications, Technology, IT, Digital or another multinational organisation.
  • Significant UAE HR experience is highly desirable.
  • Strong practical knowledge of UAE Labour Law.
  • Hands-on experience with MOHRE, GDRFA, visa/immigration and UAE government processes.
  • Strong payroll, WPS and employee benefits administration experience.
  • Experience managing HR operations across a sizeable and multicultural workforce.
  • Strong employee relations and HR compliance experience.
  • Experience using HRIS/ERP platforms.
  • Strong Excel, reporting and HR analytics capability.
  • Bachelor's degree in Human Resources, Business Administration or related discipline.
  • CIPD, SHRM or equivalent HR qualification would be advantageous.
  • Excellent written and spoken English; Arabic would be advantageous.

Preferred Telecom Experience

Candidates with telecom experience should ideally have worked within an MNO, MVNO, ISP, technology or digital communications business and understand the challenges associated with large, multicultural and geographically dispersed workforces.

Experience supporting network, technology, retail, customer operations, sales and corporate functions would be particularly valuable.
