A leading regional commercial construction firm is seeking a highly skilled

Human Resources Manager

to lead its HR function. This is a "true generalist" role designed for a hands-on practitioner who can navigate the complexities of both corporate office environments and field operations.

The successful candidate will serve as a strategic partner to the executive leadership team while maintaining a "boots-on-the-ground" approach to employee relations, compliance, and talent management.

Core Responsibilities

Employee Relations \& Culture

  • Serve as the primary point of contact for all personnel matters, ensuring a fair and consistent application of company policies.
  • Lead conflict resolution and internal investigations, balancing legal compliance with a focus on maintaining a positive, high-performance culture.
  • Develop and implement initiatives to improve employee engagement and retention across office and field staff.

Compliance \& Risk Management

  • Ensure strict adherence to federal, state (California-specific), and local employment laws, including Wage and Hour, EEOC, and FMLA/CFRA.
  • Oversee and audit personnel files, I-9 compliance, and safety training documentation.
  • Partner with Safety/Risk Management teams to handle Workers’ Compensation claims and ensure OSHA compliance.

Full-Lifecycle Talent Acquisition

  • Manage the end-to-end recruitment process for diverse roles, including Project Managers, Superintendents, Estimators, and administrative staff.
  • Enhance onboarding programs to ensure new hires are integrated effectively into the company’s safety protocols and culture.

Total Rewards \& Administration

  • Oversee benefits administration, including annual renewals, open enrollment, and daily troubleshooting.
  • Manage the performance review cycle, providing coaching to managers on delivering constructive feedback and setting KPIs.
  • Coordinate with payroll to ensure accurate processing of complex construction payroll variables (e.g., prevailing wage, union vs. non-union considerations).

Candidate Qualifications

  • Experience:

Minimum of 7–10 years of HR experience, with at least 3 years in a management capacity.

  • Industry Knowledge:

Direct experience in the

Construction or Engineering

sectors is highly preferred. Familiarity with project-based workforces is a significant plus.

  • California Expertise:

Deep understanding of California Labor Law is mandatory.

  • Technical Skills:

Proficiency in HRIS platforms and data-driven reporting (e.g., tracking "Time to Fill" or turnover metrics).

  • Education:

Bachelor’s degree in Human Resources, Business, or a related field. PHR/SPHR or SHRM-CP/SCP certification is preferred.

Key Competencies

  • Adaptability:

Ability to transition seamlessly between executive boardrooms and active construction sites.

  • Discretion:

Experience managing confidential executive-level searches and sensitive personnel data.

  • Communication:

Strong interpersonal skills with the ability to build rapport with a diverse workforce.
