Job Description
**1\. Job Purpose**
The Admin \& HR Manager is responsible for leading all HR operations and administrative functions at the market level, ensuring workforce readiness, strict compliance, and smooth operations in a fast\-paced, high\-growth environment. This role plays a critical part in stabilizing large\-scale frontline workforce operations (e.g., drivers, technicians, operations staff).
**2\. Key Responsibilities**
**A. HR Operations \& Workforce Management**
* Lead manpower planning and control to meet aggressive business expansion targets.
* Ensure timely hiring coordination and onboarding readiness in partnership with TA teams.
* Manage day\-to\-day HR operations for large\-scale, multi\-location workforce.
* Oversee employee lifecycle processes: onboarding, probation, transfers, exits.
**B. Employee Relations \& Labor Compliance**
* Handle complex employee relations cases across multiple provinces/locations.
* Act as escalation point for disciplinary actions, disputes, and labor conflicts.
* Ensure full compliance with local labor laws, internal policies, and audit requirements.
* Lead engagement initiatives to stabilize workforce and reduce attrition in high\-pressure operations.
**C. Compensation, Benefits \& Payroll Governance**
* Oversee payroll operations, ensuring accuracy and timeliness for mass workforce.
* Control HR budget, headcount cost, and productivity metrics.
* Ensure compliance in PIT (Personal Income Tax), social insurance, and mandatory benefits.
* Manage benefits schemes and ensure alignment with company policies and local practices.
**D. Administrative \& Operational Support**
* Lead all administrative functions: office operations, facilities, asset management, vendor coordination.
* Ensure operational readiness for new site launches or market expansion.
* Optimize administrative processes to support large\-scale field operations.
**E. Reporting \& Stakeholder Management**
* Prepare and present HR reports to leadership and regulatory authorities.
* Work closely with Operations, Finance, Legal, and HQ HR teams.
* Provide insights on workforce trends, risks, and improvement actions.
**3\. Requirements**
* Bachelor’s degree in Human Resources, Business Administration, or related field.
* 7–10\+ years of experience in HR \& Admin, with at least 3 years in managerial roles.
* Strong experience in
**mass hiring / operations\-heavy environments**
(logistics, mobility, retail, manufacturing…).
* In\-depth knowledge of labor law, payroll, tax, and insurance.
* Proven ability to manage
**large, distributed workforce (hundreds to thousands)**
.
* Strong leadership, resilience, and ability to work under high pressure and ambiguity.
