Talent management has been identified as a strategic priority, with investment focused on strengthening leadership pipelines, workforce capability, succession planning and employee development to support long-term organisational performance.

Job Description

  • Develop and deliver the talent management strategy, frameworks and roadmap
  • Lead performance management cycles including goal setting, calibration and annual reviews
  • Drive talent review and succession planning programmes for critical roles
  • Conduct learning needs analysis and oversee learning and development initiatives
  • Design and implement career development and internal mobility frameworks
  • Develop talent analytics, reporting and workforce insights dashboards
  • Partner with stakeholders to drive governance, change management and programme adoption

The Successful Applicant

  • Native or business-fluent Arabic speaker
  • 6+ years' HR experience with 3-5+ years focused on Talent Management, Performance Management or Learning \& Development
  • Proven experience across performance management, succession planning, talent reviews and career development
  • Strong understanding of UAE public sector HR frameworks and Emiratisation initiatives
  • Experience using Oracle HCM and/or SAP SuccessFactors
  • Bachelor's degree and professional qualification such as CIPD, SHRM or equivalent
