Stakeholder Engineer

**Job Description** We are looking for a **Stakeholder / NOC Engineer** to support major infrastructure projects in Dubai, focusing on **authority approvals and stakeholder coordination** across key government entities. **Responsibilities** * Manage end\-to\-end NOC process (submission → follow\-up → approval → closure) * Coordinate with authorities including RTA, DEWA, Dubai Municipality, telecom providers and other stakeholders * Ensure timely authority approvals aligned with project timelines * Maintain and track NOC logs, approvals status, and stakeholder communications * Liaise with design teams, contractors, and authorities to resolve technical comments * Support utilities coordination within ROW and infrastructure corridors * Identify risks in approvals and drive proactive resolution / escalation **Qualifications** * Bachelor’s degree in Civil Engineering or related discipline * 5–12 years of experience in infrastructure / utilities projects * Strong experience handling in RTA / DEWA / DM approvals, NOC submission processes, Stakeholder coordination * Background working with engineering consultancies (preferred) * Experience in roads, transport, or utilities projects * Strong understanding of Dubai authority procedures and regulations * Experience with utilities coordination (wet/dry) * Excellent communication and stakeholder management skills * Ability to manage multiple approvals and deadlines
