**Position Summary:**
The Senior Human Resources Manager supports the development and execution of HR strategies within a dynamic construction environment. Reporting to the Director of Human Resources, this role partners closely with operational leaders across field and office teams to drive workforce effectiveness, support project delivery, and ensure compliance with industry regulations. This position is a key link between senior leadership and the HR team.
**Key Responsibilities:**
* Lead and manage a team of HR and Talent professionals, including Business Partners and Coordinators
* Act as a strategic partner to senior leadership, project managers, and site supervisors to support workforce planning and overall project and organizational goals
* Oversee full\-cycle recruitment and workforce planning to meet project staffing objectives, including specialized roles (e.g., skilled trades, project management, engineering, and corporate functions)
* Develop and implement strategic plans, including resource management, workforce planning, and Indigenous relations initiatives
* Provide guidance on employee relations matters, including conflict resolution, investigations, and performance management in both field and office environments
* Lead talent development initiatives, including training, succession planning, and leadership development programs
* Support performance management processes, including employee development reviews and training programs to enhance growth and performance
* Drive employee engagement and retention strategies through company\-wide and project\-level initiatives
* Spearhead Diversity, Equity, and Inclusion (DEI) initiatives, aligning with project KPIs and exceeding client expectations
* Ensure compliance with employment standards, health and safety regulations, and applicable labour laws, including union agreements where applicable
* Collaborate with Health \& Safety teams to reinforce a strong safety culture and support compliance initiatives
* Contribute to the achievement and maintenance of ISO certifications, ensuring alignment with quality standards
* Champion and uphold Quality Management Systems (QMS) across projects and operations
* Develop, manage, and monitor HR budgets and workforce forecasts
* Design and maintain organizational charts across project functions and departments, adapting to evolving project needs
* Analyze HR metrics (e.g., turnover, absenteeism, workforce trends) to support data\-driven decision\-making
* Collaborate with Communications teams to support internal communications for project employees
* Support the development and implementation of HR policies, procedures, and programs aligned with business needs
* Support organizational change initiatives, including workforce transitions and project mobilization/demobilization efforts
* Support external community engagement initiatives, including trade shows, job fairs, and local community events
**Qualifications:**
* Bachelor’s degree in human resources, Business Administration, or a related field
* 7–10\+ years of progressive HR experience, preferably within construction, engineering, or a similar field environment
* Experience supporting large\-scale projects is considered a strong asset
* Strong knowledge of employment legislation and construction\-specific workforce challenges
* Experience supporting both unionized and non\-unionized environments is considered an asset
* CHRP or CHRL designation (or in progress) preferred
* Proven ability to partner with operational leaders in fast\-paced, project\-based settings
* Excellent interpersonal, communication, and conflict resolution skills
* Ability to travel to project sites as required
* Experience with HRIS systems (e.g., Oracle or similar platforms)
* Knowledge of health and safety regulations and best practices within construction environments
**Working Relationships:**
* Reports to: Director of Human Resources
* Works closely with: Senior leadership, Departmental Leads, Project Managers, Site Supervisors, Health \& Safety Teams, Payroll, and Senior Leadership
