Senior Engineer- Rail Agency Quality, Health, Safety & Sustainability Office

Job Description JOB PURPOSE:

Support the execution and monitoring of Quality, Health, Safety, and Sustainability (QHSS) strategies, inspections, and compliance frameworks across the Rail Agency. Ensure adherence to organizational excellence standards and regulatory requirements through data-driven audits, process implementation, and performance monitoring in coordination with internal and external stakeholders.

ROLES \& RESPONSIBILITIES:

Strategy

• Assist in implementing the sector’s management systems in alignment with ISO and RTA standards, supporting semi-annual administrative reviews and process updates.
• Support the development and dissemination of excellence frameworks and sustainability strategies to relevant departments.

Operations

• Conduct field-level audits and inspections in accordance with approved QHSS plans and upload reports in the electronic systems.
• Monitor the closure of site visit findings and follow-up actions with concerned sub-contractors; ensure continuous coordination with system focal points.
• Participate in incident and accident investigations by gathering evidence, analyzing root causes, and drafting preliminary reports.
• Coordinate the collection of data, reports, and supporting documentation for Agency participation in local and international excellence awards.
• Contribute to the development of RA safety procedure manual (AESMS).

Product / Process Improvement

• Provide technical support in updating QHSS-related manuals, procedures, and guidelines incoordination with specialists and senior management.
• Support the implementation of emergency and business continuity plans by ensuring alignment with QHSS protocols and readiness.
• Ensure compliance with federal, local, international standards, and procedures related to QHSS.

Physical Working Conditions

• Perform routine site visits, audits, and on-ground evaluations, including inspections of projects, systems, and stakeholder interfaces.
• May require on-site coordination during emergency events or special inspections.

Qualifications Education:

• Bachelor's degree/ master's degree in engineering, preferably civil, electrical, mechanical, industrial, environmental, or chemical Engineering.

Experience:

• 3+ years in case of master’s degree (5+ years in case of bachelor’s degree).
