Job Description
Midstream Energy Partners is an asset\-based, energy\-focused company specializing in the supply and distribution of LPG, crude oil, and power products, with operations across the United States and Canada. We are seeking a dynamic and experienced professional to oversee the Human Resources, Payroll, and Benefits functions within a fast\-paced, rapidly growing organization. As an integral member of the team, the Manager of Human Resources \& Payroll will oversee all aspects of HR and payroll functions. Reporting to the President, this role is responsible for driving talent acquisition initiatives, fostering a strong employee relations framework, and leading the design and delivery of a competitive benefits program. This role will also be responsible for ensuring the accurate, compliant execution of full\-cycle, bi\-weekly payroll across U.S. and Canadian operations, while supporting alignment between people strategies and overall business objectives. **Responsibilities** * Lead the management and reconciliation of U.S. and Canadian benefits programs, while supporting strategic vendor negotiations and renewal processes with benefits providers. * Serve as a trusted advisor to managers and employees, providing guidance on HR, payroll, and benefits matters, including employee relations, conflict resolution, and policy interpretation * Ensure compliance with all applicable employment legislation, regulations, and internal policies across U.S. and Canadian operations * Review, update, and enhance HR policies and procedures to align with regulatory requirements and organizational changes * Oversee full\-cycle, bi\-weekly payroll processing for U.S. and Canadian employees, ensuring accuracy, timeliness, and compliance * Conduct compensation analysis and benchmarking across both countries, including participation in market surveys and providing relevant data insights * Lead end\-to\-end recruitment processes, including job postings, candidate screening, interviewing, and offer development * Oversee onboarding programs to ensure a seamless and engaging new hire experience * Partner with leadership to support performance management processes, including goal setting, feedback, and performance reviews * Provide data\-driven insights to support workforce planning, employee retention, and organizational effectiveness * Manage and support internal and external audits, compliance testing, and government reporting requirements * Administer Workers’ Compensation programs, including claims management, reporting, and follow\-up activities * Prepare and deliver payroll and HR reports for leadership, department heads, and auditors * Support additional HR, payroll, and administrative projects as required **Requirements/Qualifications** * Completion of a university or college program in Human Resources, Business Administration, or a related field * 5\+ years of Human Resources and Payroll experience, including U.S. and Canadian exposure * PCP/PLP certification, CPHR designation, or an equivalent combination of education and experience * Strong knowledge of employment legislation and HR best practices across Canada and the United States * Excellent interpersonal and communication skills, both written and verbal * Intermediate to advanced proficiency in Microsoft Office Suite (Word, Excel, Outlook, etc.) * Strong analytical, critical thinking, and problem\-solving abilities * Proven ability to work effectively under pressure and meet tight deadlines * Collaborative team player with the ability to work independently with minimal supervision * Demonstrated leadership, people management, and team\-building skills * Highly organized with strong attention to detail **Note:** This job description is not intended to be all\-inclusive.
