Job Description

Summary

The HR \& Admin Manager leads the Human Resources and Administration function for the Vaughan, Ontario facility, building HR programs and office operations from the ground up as the plant ramps up. This role owns the full employee lifecycle, ensures compliance with Ontario employment and workplace safety legislation, supports a positive workplace culture, and oversees day-to-day office administration and EHS coordination for the site.

This is a hands-on leadership role suited to someone comfortable building structure in a new operation, balancing strategic HR work with practical administrative oversight.

Key Responsibilities

HR Strategy \& Workforce Planning

  • Develop the site's human resources plans, policies, and procedures in alignment with Ontario employment law and corporate HR standards.
  • Partner with department leaders to forecast staffing needs and build annual workforce plans.
  • Lead full-cycle recruitment for the plant, including job postings (ensuring compliance with Ontario pay transparency requirements), interviewing, and onboarding.
  • Support immigration-related processes for foreign national hires where applicable, including coordination with external immigration counsel on Labour Market Impact Assessments (LMIA) and work permit matters.

Employment Standards, Health \& Safety, and Employee Relations

  • Ensure all HR practices comply with the Ontario Employment Standards Act (ESA), Occupational Health and Safety Act (OHSA), Human Rights Code, and Accessibility for Ontarians with Disabilities Act (AODA).
  • Oversee Workplace Safety and Insurance Board (WSIB) claims management, return-to-work coordination, and reporting.
  • Support the plant's Joint Health and Safety Committee (JHSC) and WHMIS training program in coordination with the Equipment Manager and Production Manager.
  • Manage day-to-day employee relations matters, including investigations, performance concerns, and workplace conflict resolution, in a fair and consistent manner.
  • Maintain accurate employee records and ensure compliance with applicable privacy and recordkeeping requirements.

Compensation, Benefits \& Performance

  • Administer payroll-related processes, group benefits enrollment, and compensation programs in compliance with Ontario regulations.
  • Coordinate performance management, salary review, and promotion processes in a fair and consistent manner.
  • Lead employee training and development planning, including onboarding, compliance training, and leadership development.

Office Administration \& Site Support

  • Oversee general office administration, including facilities coordination, supplies, and vendor management for outsourced services (e.g., janitorial, security).
  • Coordinate with external vendors and government stakeholders on site-related administrative matters.
  • Support leadership with meeting coordination, internal communications, and corporate documentation.

Culture \& Continuous Improvement

  • Champion the company's values and support employee engagement initiatives.
  • Identify and lead HR process improvements as the plant scales from start-up to full production.

Qualifications

Education

  • Bachelor's degree in Human Resources Management, Business Administration, or a related field.

Certifications \& Licences (assets unless noted)

  • CHRL (Certified Human Resources Leader) designation preferred; CHRP an asset.

Experience

  • 5+ years of progressive HR management experience, ideally in a manufacturing or automotive supplier environment.
  • Demonstrated experience with Ontario employment standards, OHSA, and WSIB processes.
  • Experience supporting immigration/LMIA processes or working with immigration counsel is an asset.

Technical Skills

  • Strong proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint).
  • Experience with HRIS/payroll systems is an asset.
  • Familiarity with IATF 16949 quality management system requirements as they relate to HR documentation is an asset.

The following KPIs are examples used to measure effectiveness in this role.

  • Time-to-Fill: Average time to fill open requisitions against agreed targets.
  • Regulatory Compliance: Zero compliance findings related to ESA, OHSA, AODA, or WSIB in internal or external audits.
  • Voluntary Turnover Rate: Maintain voluntary turnover within target range for a start-up manufacturing environment.
  • Training Completion: 100% completion of mandatory WHMIS and OHSA-required training within set deadlines.

Working Conditions

  • Primarily office-based at the Vaughan, Ontario facility with regular presence on the production floor.
  • Standard business hours, with flexibility required to support plant operations.
