Job Description
**This position is based at our Luxembourg headquarters and requires regular office presence.** The EIB offers you the opportunity to live and work in a truly international and multi\-cultural environment. The **EIB** , the European Union's bank, is seeking to recruit for its Human Resources Directorate (HR), Employee Relations Division (ER), ER Procedures Unit (ER\-P) at its headquarters in Luxembourg, a **Human Resources Lawyer\*.** **This is a full\-time position at grade 5 for which the EIB offers a permanent contract.** * Internal benchmark Officer Legal Services ***Panel interviews are anticipated for June 2026\.*** Purpose The Employee Relations Division provides legal expertise on staff\-related matters and is responsible for the Bank’s internal pre\-litigation procedures. It acts as a key interface with the Legal Directorate in matters that may give rise to litigation. As a member of the ER Procedures Unit, you are primarily responsible for the management and handling of internal pre\-litigation procedures within the Human Resources remit, including administrative review procedures and disciplinary proceedings. The role entails conducting in\-depth legal analysis, managing sensitive procedural files and drafting reasoned decisions and formal procedural documents that may give rise to litigation. The position requires a high degree of autonomy, sound legal judgement and absolute discretion, given the sensitive nature of the cases handled. Operating Network You will report to the Head of ER Procedures Unit and will closely cooperate with the other HR lawyers and colleagues in the Unit and the Division. Internal contacts: specialists in HR and/or other relevant Directorates, the Data Protection Officer, the Legal Directorate, staff members, the College of Staff Representatives. External contacts: EU Institutions, IFIs, professional associations and academic circles, primarily for the purpose of benchmarking procedural frameworks and staying abreast of best practices relevant to internal administrative and disciplinary procedures. Accountabilities **Core Responsibilities** * Manage internal pre\-litigation procedures within HR’s remit, in particular administrative review procedures, disciplinary proceedings and Dignity at Work procedures, from initiation to closure. * Carry out thorough legal analysis of procedural files, including assessment of legal, procedural and litigation risks. * Draft reasoned decisions, opinions, procedural correspondence and other formal legal documents adopted in the context of pre\-litigation procedures. * Ensure that all procedures are conducted in full compliance with the applicable legal framework, including Staff Regulations and Staff Rules, principle of good administration, data protection obligations and confidentiality standards. * Maintain accurate and complete procedural files and ensure consistency and legal robustness of the Unit’s outputs. **Advisory And Coordination Responsibilities** * Provide legal advice on staff\-related matters insofar as they arise in the context of ongoing or potential pre\-litigation procedures. * Liaise with the Legal Directorate and other relevant stakeholders in view of potential or ongoing litigation. * Contribute to the review and development of internal procedural frameworks, guidelines and legal texts related to pre\-litigation procedures. **Additional Contributions** * Support the Head of Unit and Head of Division in preparing notes, reports or briefings for decision\-making bodies in relation to procedural matters. * Contribute, where relevant, to selected cross\-divisional or horizontal initiatives linked to the Unit’s mandate. **Qualifications** * University degree (minimum an equivalent to a Bachelor) in Law. Specialisation in EU Employment and Labour Law would be an advantage. * At least 5 years of relevant legal professional experience, ideally related to Labour Law or EU Law. * Familiarity with the EU institutional framework and staff regulations applicable in international or EU\-based organisations would be an advantage. * Good understanding of the Bank’s mission, organisation and activities, or the ability to acquire it rapidly. * Demonstrated experience in drafting formal decisions or reasoned legal acts that may give rise to litigation would be an asset. * Excellent knowledge of English and/or French (\*\*\*), with a good command of the other. Knowledge of other EU languages would be an advantage. * Ability to draft legal documents in French is a distinct advantage.
