We are retained by a leading infrastructure investment and delivery platform in the Middle East that is responsible for developing, investing in, delivering and operating major Public-Private Partnership (PPP), concession and long-term infrastructure assets across the region.
As the organisation continues its rapid growth, we are seeking an experienced
Human Resources Director
to lead the people agenda across a sophisticated business that brings together investment, legal, technical, commercial and operational expertise.
This is a strategic leadership role reporting directly to the executive team and will play a critical part in shaping organisational capability, talent strategy, governance, culture and workforce planning across a portfolio of complex infrastructure investments.
Key Responsibilities
- Develop and execute the overall HR and People Strategy aligned to business growth objectives.
- Act as a trusted advisor to the CEO and Executive Leadership Team.
- Lead executive recruitment and succession planning across investment, legal, commercial, technical, procurement and corporate functions.
- Build scalable HR frameworks, policies, governance structures and organisational design models.
- Oversee performance management, compensation, rewards, talent development and employee engagement.
- Ensure full compliance with UAE Labour Law and regional employment regulations.
- Partner closely with senior stakeholders across investment, project delivery, legal and operational teams.
- Support workforce planning for major PPP, concession and infrastructure projects throughout the region.

Requirements
- 15+ years of progressive HR leadership experience.
- Strong understanding of UAE and GCC employment legislation.
- Experience supporting executive-level leadership teams and Boards.
- Exposure to investment, legal, project finance, commercial and technical business functions.
- Proven experience building and scaling HR functions within complex organisations.
- Strong stakeholder management and executive influencing skills.
- Arabic language skills are advantageous but not essential.
- Prior PPP, concession, infrastructure investment or major project experience is highly desirable.
