The company provides precise, efficient, and cost-effective valuation services for residential, commercial, industrial, and trade-related properties. Windmills also prepares professional valuation reports for plant, machinery, and equipment, including aircraft, ship vessels, automobiles, and industrial locomotives. Clients include banks, financing companies, real estate developers, family groups, owners associations, insurance companies, and other organizations, and the firm is empaneled with most banks in the UAE. A highly qualified and experienced team delivers pragmatic solutions in strategy, management, business, investment, finance, operations, and risk and compliance management.

Role Description This is a full-time, on-site HR Manager role based in Dubai. The HR Manager will oversee the end-to-end employee lifecycle, including workforce planning, recruitment, onboarding, performance management, and offboarding. They will manage HR policies and procedures, ensure compliance with UAE labor laws, and support leaders with people-related decisions. Daily responsibilities include handling employee relations, managing HR records and HRIS data, coordinating payroll inputs and benefits administration, and supporting learning and development initiatives. The HR Manager will also contribute to organizational culture, drive engagement activities, and collaborate with leadership to support business objectives through effective human capital strategies.

Qualifications

  • Proven experience in core HR functions, including recruitment, onboarding, performance management, and employee relations.
  • Strong knowledge of UAE labor laws, HR policies, compliance requirements, and best practices.
  • Hands-on experience with HR administration, HRIS or HR management systems, and maintaining accurate HR documentation.
  • Skills in designing and implementing HR processes related to training, development, and talent management.
  • Excellent interpersonal, communication, and conflict resolution skills, with the ability to build trust at all levels.
  • Ability to analyze HR data, prepare reports, and provide insights to support decision-making.
  • Bachelor’s degree in Human Resources, Business Administration, or a related field; HR certifications (e.g., CIPD, SHRM) are an advantage.
  • Experience in professional services, real estate, valuation, or financial services environments is a plus.
  • Demonstrated ability to work on-site in a fast-paced, multicultural environment and manage multiple priorities with attention to detail.
