**Job Details:**
The Assistant General Manager is the senior executive responsible for the overall leadership, performance, and growth of Cubic Transportation Systems (CTS) in Canada. This role is responsible for end\-to\-end ownership of our strategic program, including the design, build, and long\-term service delivery of nationally significant, technology\-enabled infrastructure program. The role holds full P\\\&L accountability for the Canada business and its major programs, with responsibility spanning strategy development, annual operating planning, operational execution, commercial performance, and long\-term value creation. Acting as the face of CTS in Canada, the incumbent will manage highly complex stakeholder environments, including senior government officials, regulators, customers, industry partners, and internal global executives.
Operating with significant autonomy and discretionary authority, the Assistant General Manager will lead direct and matrixed teams across disciplines and geographies, ensure regulatory and contractual compliance, drive financial and operational excellence, and act as a catalyst for transformation as CTS continues to evolve toward a globally integrated delivery and support model. Domestic travel is required, with international travel as needed.
**Key Responsibilities**
* Strategic Leadership: Develop, communicate, and execute the business strategy and Annual Operating Plan (AOP), in aligned with CTS’ objectives.
* Provide overall leadership for the business, ensuring long\-term growth, sustainability, and competitive positioning in a regulated market.
* End\-to\-End Program \& Commercial Ownership: Full accountability for operational, financial, contractual, and commercial outcomes across multi\-year programs. Lead programs across the full lifecycle — from contract award and onboarding through design, build, operations, and long\-term service delivery.
* Financial Management \& P\&L Accountability: Own program\-level P\&L, ensuring achievement of revenue, operating profit, cash flow, return on net assets, and growth targets. Drive program profitability through effective cost control, schedule discipline, risk management, and initiative\-taking commercial management.
* Account Growth: Direct the sales and account management teams to proactively identify and capitalize on new opportunities, expand services, and efficiently manage and document change orders.
* Stakeholder \& Government Engagement: Build and sustain trusted relationships with senior government officials, transport agencies, regulators, customers, and industry partners.
* Represent CTS at executive forums, public meetings, and industry events, navigating politically sensitive and high\-visibility environments with credibility and confidence.
* Contract, Claims \& Risk Management: Demonstrate deep ownership of contract terms and conditions, ensuring CTS’ rights and obligations are actively managed. Identify contractual entitlements, lead change order development, and manage claims and negotiations in coordination with legal counsel and external advisors.
* Operational Excellence \& Governance: Ensure all operations and programs comply with contractual obligations, regulatory requirements, safety standards, quality systems, and CTS policies.
* Leadership, Talent \& Culture: Lead, inspire, and develop high\-performing direct and matrixed teams across engineering, program management, operations, supply chain, and commercial functions.
* Foster a culture of accountability, engagement, innovation, and continuous improvement.
* Transformation \& Continuous Improvement: Act as a visible change leader, supporting CTS’ transition toward a globally integrated delivery and support model.
**Minimum Job Requirements**
* Bachelor’s degree (or equivalent experience) with a minimum of 10\+ years of progressive leadership roles in the function of Program Management
* Must portray strong strategic leadership and vision
* Past/Current experience with full P\&L (not matrixed) and commercial ownership
* Deep understanding of the Government relations and stakeholder engagement
* Program and operational excellence including a continuous improvement mind set
* Financial discipline and risk management, including the development of KPI or other measures of success
* Talent development and succession planning
* Change leadership and transformation

Cubic Pay Range:
$180,000\.00 \- $255,000\.00\* \+ benefits.
* Our compensation reflects the cost of labor across several Canadian geographic markets. The base pay for this position ranges from our lowest geographic market up to our highest geographic market.
