**Position Description**
**Harris County Tax Assessor\-Collector’s Office is seeking a Refunds \- Assistant Manager to join our team!**
Under general supervision of the Manager, Refunds within the Property Tax Division, the Assistant Manager, Refunds, is responsible for assisting with the day\-to\-day operations of The Refund Department. Supervises refund department employees. This is a full\-time, in\-office position. Remote work is not available unless specifically authorized based on operational needs.
**About The Tax Assessor\-Collector**
The Harris County Tax Assessor\-Collector’s Office is essential for ensuring the proper administration of tax laws and providing vital services to the community. The office plays a key role in local government, handling various financial and administrative tasks including:
**Property Tax Collection:**
Assess and collect property taxes for all eligible commercial and residential property owners and entities. Calculate property taxes based on appraised values and ensure collection and distribution to the appropriate entities.
**Motor Vehicle Services:**
Manage commercial and residential vehicle registration, issue license plates, and handle vehicle title transfers, including the collection of associated fees.
**Voter Registration:**
Oversee voter registration within the county, issue voter registration certificates, and maintain an accurate voter registration roll.
**Additional Revenue Collection:**
Collecting certain fees, fines, and revenues related to permits or state mandates, depending on the county’s needs.
**Duties And Responsibilities**
Staff Support \& Oversight
* Monitor staff performance and attendance.
* Assist employees with training, daily processes, and problem\-solving.
* Provide factual guidance on department policies and procedures.
* Update management on system errors, customer service issues, and operational anomalies.
* Crosstrain within the Property Tax Division.
Customer Service \& Issue Resolution
* Assist customers via phone and email, including handling escalated issues.
* Provide support on refund department and overflow voter/property tax phone lines.
Refund Processing \& Financial Review
* Analyze, review, and approve high volumes of property tax refunds.
* Research and process complex cases including overpayments, duplicates, paid\-in\-error, and litigated refunds.
* Correct and approve posting error requests and move funds to pay delinquent taxes.
* Review and approve refund exceptions and outgoing correspondence.
Data Management \& Reporting
* Run and maintain daily/monthly system reports and reporting logs.
* Scan incoming correspondence and update the property tax database.
General Responsibilities
* Provide research and service support to taxpayers and other departments.
* Work overtime as needed on weekdays and weekends.
* Perform other duties as assigned.

**Requirements**
**Education:**
* Associate’s Degree in Accounting, Finance, Business Administration, Public Administration or a related field from an accredited college or university
+ Relevant experience may substitute for the required education.
**Experience:**
* Minimum of three (3\) years of experience in clerical and/or administrative experience in tax, finance, or accounting\-related role.
* Minimum of one (1\) year in a supervisory/leadership role overseeing staff or departmental functions.
**Knowledge, Skills, and Abilities:**
* Exceptional attendance and punctuality
* Personal Computer (PC) experience, with proficiency in Microsoft Excel, Word, PowerPoint, and Access
* Excellent verbal and written communication skills
* Must be able to interact and coordinate with other departments
* Excellent reading comprehension and verbal/written communication skills
* Knowledge of the Texas Property Tax Appraisal and Collection Process
* Good decision making and problem\-solving abilities
* Ability to work long hours under stress while maintaining a great deal of patience with customers
* Excellent telephone and organizational skills
* Ability to read, analyze and interpret financial data, technical procedures and government regulations
* Demonstrated strong communication skills, tact and diplomacy with a high level of confidentiality
* Leadership skills to manage multiple processes, professional attitude, and excellent attendance
* Must be able to work independently and function effectively in a team\-oriented environment

**Preferences**
**Education/Experience:**
* Bachelor’s Degree in Accounting, Finance, Business Administration, Public Administration or a related field from an accredited college or university (preferred)
* Experience working with property tax systems, appraisal district data, or local government operations (preferred)

**Working Hours:**
* Monday\-Friday
* Subject to overtime and weekends
**Work Environment:**
* Work is performed primarily in an office setting subject to frequent interruptions with extensive work at a computer workstation.
* This is a full\-time, in\-office position. Remote work is not available unless specifically authorized based on operational needs.
* Flexibility to work evening and weekend hours and attend training sessions may be required.
* Regular application of basic skills (calculator, keyboard, hand tools, eye/hand coordination).
**Physical Demands:**
* Minor physical effort required, which may involve long periods of standing, walking, bending, reaching, stretching, climbing, lifting less than 30 lbs. or similar activities (e.g., filing, delivering, sorting).
