About the Labour Market Information Council
The Labour Market Information Council (LMIC) team is a group of passionate, skilled professionals working to strengthen the pan\-Canadian labour market information (LMI) ecosystem to meet the evolving and diverse needs of Canadians. We seek to empower Canadians to make informed decisions by enabling access to quality, relevant, comprehensive data and insights across the pan\-Canadian LMI ecosystem. This facilitates better\-informed decision\-making by employers, workers, job seekers, researchers, policymakers, educators, career practitioners, students, parents, equity\-seeking groups, and other stakeholders.
This work is performed in the context of a rapidly changing labour market ecosystem, including evolving government/stakeholder needs and products, the availability of high\-frequency ‘big data’ and the growth of private sector LMI providers. LMIC analysis, products, activities, and strategy recommendations must be informed by valid, up\-to\-date, relevant, and accurate information that reflects the dynamic nature of these factors and their associated interactions.
Our efforts are guided by engagement with federal, provincial and territorial governments, intermediary service organizations, academic researchers, and private\-sector partnerships.

Work Requirements
LMIC is looking for a junior data scientist to support research projects and LMIC’s cloud\-based data infrastructure. The junior data scientist will be integrated into LMIC’s research and data analytics team, whose work will leverage LMIC’s cloud\-based data infrastructure to support senior economists, researchers, and communications initiatives.
The successful candidate will work with internal data architecture experts to support the development of data management pathways. A critical part of this work will be supporting innovative solutions to link disparate datasets and produce deliverables that LMIC can disseminate to the broader public to improve access to and understanding of Canada’s labour market information ecosystem. Expertise in SQL, Git, Python, GCP, BigQuery or similar experience with R; and experience working in a cloud infrastructure (GCP) will be strong assets. Experience with the data ingestion and transformation process would also be an asset.
The junior data scientist will also be expected to support senior researchers and supplement qualitative research by recommending or conducting data analysis. They will be a main point of contact to provide insight on which data are available for several economic indicators of interest and make this data available to researchers. Additionally, they will participate in updating and ensuring the accuracy of databases.
They will also clean and organize a variety of data from different sources for one\-off use and help to extract insights and patterns in the data. The junior data scientist will also support the team’s design of empirical research projects that utilize advanced econometric and statistical approaches to ensure LMIC leverages the full potential of available data. Storytelling and cross\-functional team communication to non\-technical audiences will be an asset.
Key Responsibilities
* Support the development and maintenance of LMIC’s data infrastructure
* Support the use and application of existing metadata schemas when organizing datasets
* Help create and apply metadata schemas
* Support the development of data management pathways for ingesting and transforming large streams of data points from various online vendors, public websites, and bespoke data files
* Identify and link disparate labour market information datasets
* Help with the data analysis being conducted on an ongoing basis by the economics team
* Clean and organize a variety of data from different sources for one\-off use, and help to extract insights and patterns in the data
* Assist researchers by preparing datasets and analytical outputs for research projects
* Effectively clean disparate data sources and link structured results within new metadata schemas
* Ability to communicate and share information with technical and non\-technical audiences in a multi\-disciplinary team environment
Qualifications and Knowledge Domains
* A master’s degree in computer science, economics, or other data\-driven field or a bachelor’s degree with relevant applied experience in data science 0\-2 years of experience in the following domains:
* Experience working with cloud computing systems (GCP, AWS, Azure)
* Strong programming skills and knowledge of algorithms and data structures (SQL, Git and R or Python)
* Help drive transformation by continuously looking for ways to automate existing processes and testing, and optimize data quality
* Apply problem\-solving, critical thinking, creativity and interpersonal skills in the context of a multifaceted and fast\-moving project
* Effectively linking disparate data sources and linking structured results within new metadata schemas
* Effectively collaborate with other LMIC teams to ensure alignment on deliverables, including reports, data visualizations, presentations, etc.
* Adaptable to changing organizational needs
Assets
* Bilingualism in both official languages
* Knowledge of labour economics and labour market information data sets in Canada
* Familiarity with Statistics Canada data, or other types of labour market information
* Experience developing and maintaining cloud\-based data resources
Location
LMIC's head office is in an accessible building in downtown Ottawa, and LMIC currently operates in a flexible remote work environment. As a pan\-Canadian organization, we welcome applications from remote and home\-based candidates anywhere in Canada. Note that travel may be required.

Compensation and Benefits
The positions provide a competitive total rewards package that aligns with the skills and competencies of the individual and includes extended health coverage, flexible work\-life policies, vacation, sick, and personal leave, and retirement benefits.
The salary range for this position is $68,000 – $85,000, commensurate with the candidate's experience and qualifications.
Contract Term
This is a temporary full\-time position for approximately 12 months, intended to provide parental leave coverage. The exact duration may vary based on the employee’s return\-to\-work date.
